Analysis of Carbondale
residential property ownership

The
following is based upon ownership data of Carbondale Township. supplied by the
office of Jackson County Tax Assessor. My interest is in the City of Carbondale
and the ownership of residential property.
Carbondale
Township contains a number of properties that lie outside the Carbondale city
limits. I eliminated Sections 1 through 8. In addition I eliminated 25, 26, 34,
35, and 36 because they lie completely outside the city limits. Some of the
properties enumerated in the remaining sections lie outside the city limits,
but given other enumeration problems, they should not significantly change the
analysis.
Carbondale
Township (less Sections 1 through 8 as well as 25, 26, 34, 35, and 36) lists
4,921 parcels. Of these, 4,164 residential parcels have street addresses. I
assume that the 757 parcels without street addresses are apartment buildings,
double lots, and so forth, that are attached to parcels with street addresses.
I eliminated them from the analysis.
The
number of parcels with addresses counted in Carbondale is 4,164.
Absentee
ownership:
The
owners of 1,758 parcels with street addresses, or 42% of all parcels with
street addresses, have a different mailing address than the parcel address.
262 of
these 1,758 parcels have owner-occupied exemptions. 183 of these properties are
the only property owned by that individual, and some that are owned by people
with multiple holdings are probably the owner's private residence. If all 262
of the parcels with owner-occupied exemptions in which owners and parcels have
different addresses are assumed to be owner-occupied, then the percentage of
absentee-owned properties is 36%.
I
therefore have a high degree of confidence that between 36% and 42% of all
Carbondale residential properties are absentee owned and renter occupied based
on the supplied data.
Property
Code 0040 and 0050 tally
Property
Code 0040 is applied to properties with 4 units or fewer. There are 4.041
parcels coded 0040; of these 1.638, or 41% of all 0040 properties, are absentee
owned. All of the properties with owner-occupied exemptions are in this class.
If 262 of these "absentee" properties are assumed to be
owner-occupied, then 36% of all 0040 properties are absentee owned.
I
therefore have a high degree of confidence that between 36% and 41% of all
residential properties of 4 units or less are absentee owned based on the
supplied data.
Property
Code 0050 is applied to properties with more than 4 units. 123 properties with addresses
are coded 0050. Of these only 3 have the owner's address identical to the
property address.
I
therefore have a high degree of confidence that 98% of 5 unit or larger
properties are absentee owned based upon the supplied data.
Where
to absentee owners live?
74
percent of owners whose addresses differ from the parcel address have
Carbondale or Murphysboro addresses. An additional 8 percent have Carterville,
Makanda, or Marion addresses. The remaining 18 percent have addresses all over
the country, with the preponderance in Illinois.
